Technically, yes, as the land will most likely belong to council property. But I doubt anyone will initiate a theft action against you. You may get a fine under council rules. As a general rule, respect signs that say "keep off the grass" or "don't pick the flowers".

In WA, theft or stealing, is defined under the Criminal Code as "the unauthorised removal of another’s property, with the intention of permanently depriving the owner of it" - generally non-violent in nature. Therefore technically removing grass from council land, without their permission would amount to theft, however whether or not they would prosecute is up to them.
