WA How to Apply for Partner Visa as New Zealand Resident?

Hello,

My partner and I want to apply for a partner visa. I am actually from New Zealand. I moved to Australia in year 1999.

My questions is, what do I have to send the boarder that I'm an eligible New Zealand resident? Is a movement record enough?
