I was pulled over by an off-duty cop for reckless driving. I have no recollection of this incident.

Can an off-duty officer even charge me for reckless driving in WA?

Evidently I surrendered my keys and my car was left parked on the side of the road.

Yes. As far is the public is concerned police are never off-duty when they want to charge you.

Off duty only matters where their pay is concerned, or in being able to refuse to help you when you want help.

The fact that you have no recollection makes me think the copper did the right thing.
