NSW Can Friend on 100 Visa Sponsor a Partner?

My friend who migrated to Australia in 2013 on subclass 100 visa. Can they sponsor someone else as a partner now as he is divorced from his earlier partner?

The condition of five years counts from their date of lodging file or what.

Someone on a subclass 100 visa can sponsor eligible relatives for permanent residence, but I'm not sure whether they can sponsor another partner.
