Can an ordinary Joe (like a friend) put a caveat on all your belongings because he helped you out by paying a bill for you? Does he have the right to touch your stuff, debt collectors and/or not let you get access to your property?

That's not how caveats work.
I suggest doing a search for other posts in here about caveats, which you may find useful.
