NSW 12 Month Good Behaviour Bond

I received a fine for mobile phone use by a mobile detection camera and have not paid the fine as of yet. It is due on the 6th of June. I was caught again one week later and have not paid the fine yet. After the first infringement I will be at 14 demerit points. After the second infringement I will be at 19 demerit points. Will I still be eligible for a 12 month good behaviour bond?
