If someone was to self report an offence to police, should they take legal representation with them?

What are rules regarding spouses reporting if they are aware of an indecent assault committed? Could they be charged under criminal law as well if they don't report?

Yes.
What are rules regarding spouses reporting if they are aware of an indecent assault committed?
They have the same obligations as any other private citizen.
So the answer is "it depends on the offence".
Could they be charged as well if they don't report?
Subject to many ifs, buts, and variables, sometimes, yes. This is because concealing an offence can sometimes be an offence in itself.
