I know that there is a statute of limitations for summary offences in NSW, which is 6 months (criminal procedure act 1986-Section 179), but I'm still wondering if:

1.The time runs from when someone committed offence

or

2.The time runs from when the police know that someone committed offence? (arrest,report,etc)

Some lawyers say 1 is right but some say 2 is right.but I think If 2 is right, it means if someone stole a bread 30 years ago, and if the bread shopowner reported to the police now with evidence, he or she still can be charged.

Just an example.
