QLD Vehicles Damaged from Car Park Flood - Who is Responsible?

If an employer provides car parking, in an area that is regularly flooded, and fails to provide signage that it is a flood area, are they negligent and in breach of their duty of care responsibilities under property law when the car park floods and employee vehicles are destroyed?

The uninsured vehicles suffer total loss.

I have never heard of a duty of care extending to warning employees or entrants upon a property of a flood risk to vehicles.
