Hi everyone,
When interpret the Act, we normally use second reading speech to clarify the purpose of the Act. If second reading speech has stated specially cat, Dog, rabbit and other animals.., can we use Latin maxim to interpret the second reading speech? Do we interpret second reading speech ? Thank you.
