could an individual re-sell a property strata report or building inspection report that they have previously purchased from a business?

Possibly. Is there anything in your agreement with the business that wrote the report that prevents you on-selling the report? If not, then you can. You paid for it and is your property. Bear in mind that by selling it, you may become responsible to the purchaser if something is wrong in the report unless your sale agreement has an indemnity/'all care no responsibility' clause. Is it worth the risk? Maybe make a $100, risk $1,000s. your call.
