What happens if a Court case is near for paternity testing and the father is hiding and can't be found, possibly he's even change his name, I know the father needs to be served first but what happens if every attempt possible has been made to locate the father before court and no one can find him, can a judge order other methods tax, phone etc

yep - centrelink - electoral role you name it... And if he doesn't contest then they'll accept he is dad and will make every attempt to get child support.
Is dad on the birth certificate?

Hi unfortunately he's not on birth certificate what can happen than
