I was issued a parking fine for not displaying the ticket - apparently the inspector was blind and I didn't keep the ticket.

I did not receive the initial notice, and when I complained they stated the inspector issued a ticket on the spot - garbage!

So I did not get the initial notice nor did I get a ticket - only a reminder.

Can I contest the ticket on the basis of incorrect procedure?

Sure, but good luck proving your case. It will probably come down to the attitude of the council officer who gets your request. I'd suggest making it polite, explain your position, clearly state exactly what you did and did not do, and cross your fingers.

Fines are processed by SDRO - they're just issued by the council. although in my case, not ticket was issued - they just lied but how can you prove anything right? How can we damage this rotten process? I know contesting the fine chews up any profit they can hope to make so if everyone did it might make a difference. Local members etc are just a waste of space....
