WA Overseas travels trouble

I am planning to go overseas with my daughter . I was informed that I can't go until I get approval from the father and give him a copy of the passport. I find this ridiculous as I haven't seen my daughters dad for 6 years I don't know where he is or how to contact him. What can I do
