Hi

I have been asked to contribute for a boundary fence of a property which I bought off plan by the neighboring property's builder (not the owner). What proof are they obligated to provide me that they have not already charge the owner for construction of this fence?
Is a builder, not the owner allowed to ask for a contribution for fencing?

Upon receiving this notice I contacted my builder, as fencing was covered in my building contract, asking if this notice was legitimate. They admitted that they had not built this fence and proceeded to offer me a refund of what they had charge me for doing so. Super sus, I wonder how often builders get away with double charging on fences...

Any advice would be appreciated.
