I should clarify..when I said it shouldn't be an issue I meant calculating the land tax cost for each property. Ie if he owns 5 properties with a total value of $1m then $770 / 5 = $154 each.

By your posting it sounds like he is charging a lot. There will be a way of portioning it according to each property's value. As an easy example if there were 3 properties valued at $500,000 $1m $ $1.5m the land tax should be portioned 1/6, 2/6 & 3/6 of the land tax bill. Although you may still be getting disadvantage due to the landlord having multiple properties. If he had only 1 & under 300,000 you wouldn't have a land tax bill...seems a bit unfair the way land tax is calculated.
