Is it illegal to use someone's public Facebook profile picture, that they are in, as a private (5 people) Facebook group message photo without their consent?

What is the issue? Defamation? Copyright? What damage have you suffered?

Unless you explicitly told them not to use it I can't see any reason why it would be a problem!
