Actually looks like the account has been disabled, not deleted.
Normal practice for a forum is to disable or delete the account, but leave all content intact. A big reason for this, is that other pages (both here and on external sites) might link to the content in question, so if you delete it, it could have a negative effect in regard to context on those other pages. You want to avoid that, particularly for something like a legal forum.
