Getting My Files Back from Lawyer - Options?

I have been trying for 2 months to get my files back numerous emails. phone calls, and even a letter from the new lawyer that I have. Getting no response, I have a conciliation case coming up on the 13th October and need these files. What to do now about lawyer behaviour?

Clients have a right to their personal files once they have paid their legal fees. Legal documents such as contracts, summonses and pleadings must be released to the client. However, a lawyer is not required to disclose speculations, memos or documents of a commentary nature.
