WA Employment Law - Permanent Casual Employment - Rate of Wages Dropped?

I have been offered permanent casual employment after 2 years of work, However, the wages would be at a dropped rate per hour. Is that fair under Employment Law?

It depends on the award or possibly agreement you work under.

As well as whether or not you now get pro rata sick leave, annual leave.
