Is this enterprise agreement (EBA) legal and fair?
States that rates include 24 % casual loading however only the Monday to Friday rate has the casual loading none of the others do.

A registered enterprise agreement has to go through a lot of legal negotiation before its finalised and registered, so yes, this is most likely legal.
