Hi

Does The Commonwralth of Australia owe a Duty of Care to Australian Citizens?

Please help direct me to any Laws, Legislations, Cases or anything that can prove The Commonwealth of Australia does intact owe a Duty of Care to the citizens of Australia

Any tips, help or advice would be welcome and appreciated
