VIC Car Accident - Car Insurance Company's Excessive Bill

My husband was in a car accident. It was not his fault, however he was the car at the back. He has received a bill from the car insurance company that the car he hit and he has been billed for damage he didn't do. He didn't take pictures unfortunately and a few lawyers he has contacted have told him the amount in dispute is not large enough for them to help him.
