NSW Builder is Unable to Follow Through with Building Contract

My builder gave us 12 months to complete our double story house. It's now 13 months and he still has done the lock up stage.

Hi Victor, is 12 months specified in your building contract? Or was that just a verbal estimate given prior to entering the contract with the builder?
