I have a two level townhouse under a Building format Plan with a private balcony on the upper level. The upper level plan shows the structural elements boundaries in a thick dark line. The balcony is drawn in a thin broken line outside the structural elements boundary and form no part of the boundary. As the balustrade does not form part of the boundary, am I as owner responsible for the maintenance of the balustrade?
