Can a private lawyer help to have my child maintenance i pay lowerd. If so would I need to take the mother to court or the child support agency . A quick run down I don't see my child or have any legal access to my child .

You would have to apply directly to CSA not the courts. There are a range of reasons to justifying lowering the CSA rate. But simply not seeing the child is not one of them. You would need to establish that there is a mistake in the way they've done the assessment. That is pretty hard to do.
