I don't really understand your question. Do you mean that the vehicle was stolen, and whilst stolen it was observed to have committed speeding and traffic offences in which the owner received penalties in the mail?

If the above is accurate and assuming that the owner reported the vehicle stolen when it was: The owner should write a letter outlining that he/she was not in control of the vehicle at the time the alleged offences were committed, explain that the vehicle had been stolen and whoever stole the vehicle must have committed the offences. The owner should also attach a copy of the police report as evidence that the vehicle was stolen at the relevant date/time.

I suggest writing to Civic Compliance with a copy of police report.
