Can the mother of an unborn child write the father's name on the birth certificate without his consent?

It is ordinarily a requirement that both parties sign a Birth Registration Form when registering the birth of a child. If one party refuses to sign, the other must provide a letter explaining why they have not signed. In some circumstances, however, the father can be entered on to the birth certificate without signing the form.
