If I quit my job, is the employer obliged to pay me for any holidays that I have not taken under employment law?

Generally yes, but take a look at your employment agreement and see if there's any notice requirement (e.g. 30 days). If so and you do not meet the notice requirement, the unused holiday leave may be applied toward that.
