If a woman was raped 24 years ago and had a child as a result, could the DNA testing from the child and the mother be somehow cross checked with DNA in the system to see if a match comes back from the attacker?

The DNA from the child could potentially be.

Have you made a complaint to police? Do you have an idea of who the attacker is?

Yes the police were notified back when it happened and no, no one knows who the attacker was, someone new in town as far as I know.

Is there something that has occurred recently that has prompted this to come up now?

Given that DNA was in it's infancy 24 years ago, the woman could write to the police requesting that a DNA analysis be undertaken and cross referenced to samples contained in their database if it has not already been done so. The woman could also make the request that any other forensic evidence (seminal fluid, blood, hair etc) also be cross referenced too.

Personally it's just something that I feel needs to be done. There is a number of reasons though, like gaining closure, finding out medical background for future reference and to try and once and for all identify the attacker & hopefully put him away.

Also, when you're referring to the woman are you referring to the woman that was attacked or the child she had as a result?
