My son bought something (worth around $2000). It requires registration which had to be done by an adult. Now that adult is refusing to register/transfer registration of said item or handover the item to my son, who is now of age to have it in his name.

Any ideas what he can do under property law?

Depends on the type of item. If a car/motorbike, make the request direct to Roads and Maritime services and send in a letter with proof of ownership/purchase.
