Hello,

I have just started building my house and my back neighbour is almost done with his built. He is on the higher side of the land and has raised the level of the land from natural slope to build his house. His plan therefore has a retaining wall on the dividing boundary.
The common fence will be erected on the retaining wall. He is asking me to pay for the fence(which I have always agreed on) and the retaining wall. I am not sure if I should be paying for the retaining wall as it his build plan that has changed the natural slope and has done a fill which needs the support of retaining wall. I might be wrong in my understanding so would like your knowledge and opinions on this.
