my uncle recently drafted a power of attorney ( who is mentally capable) to a family member A who he confides in and trusts. Hoever he is under a carer (separate family member B) and most likely to make another same one with that person due to fear of not being cared and not telling person B that one already exist. Which attorney holds true?

The Victorian legislation which applies to power of attorneys is the Power of Attorney Act 2014(Vic). (PAA)
Section 30 of the PAA applies to the appointment of more than one attorney.
Specifically s30(1) a principal can nominate more than one attorney.
The principal (i.e. the person making the PoA) may specify the powers for which each attorney is responsible for.
I suggest that you familiarise yourself with the Act and provide instructions to a Power of Attorney Lawyer.
The Office of the Public Advocate and The law Institute of Victoria is a good starting point for assistance.
