NSW Lawyer Refuses to Give My File - Contact Legal Services Commissioner NSW?

I have requested ''my" lawyer to produce and give me my file. He refuses to answer my request. I have used the email address used to communicate with him for over 10 years and also I checked his address on the Law society contact detail; they match. I also emailed his secretary. She also failed to respond. Should I complain to the Legal Services Commissioner NSW? Or the Police?
