If a Victorian Traffic Infringement notice is received where it says:

"Approx place of offence: Street A between street B & C." However, street C runs parallel with street A and does not intersect at any point.

Is the infringement legal under traffic law as the information on it is not correct and if not, can it be changed or corrected if challenged?

You may have the option to court-elect the notice.
If so, then the instructions will be on the notice.
I do not like your prospects of having it dismissed on the ground of this error.

What I normally say to questions of this type on this forum is
put aside your resentment, pay the fine, and go get on with your life.
