Unlikely, unless you consented to it in your employment contract or is somehow essential to your job. Why does your employer want the camera turned on?

Are you referring to a landline/desktop phone or to your mobile phone? I'm trying to understand the context here before giving advice.

Generally though, an employer is not able to carry out video/camera surveillance on their employees without notifying them and, even then, this surveillance cannot carry into any private uses/actions.

If you give more details I'll let you know my thoughts.
