Can an employer insist that you have your work phone camera turned on?
Unlikely, unless you consented to it in your
employment contract or is somehow essential to your job. Why does your employer want the camera turned on?
Is it your personal phone?
Which state are you in?
Are you referring to a landline/desktop phone or to your
mobile phone? I'm trying to understand the context here before giving advice.
Generally though, an employer is not able to carry out video/camera surveillance on their employees without notifying them and, even then, this surveillance cannot carry into any private uses/actions.
If you give more details I'll let you know my thoughts.
