Where an deceased estate has 8 equal beneficiaries is anybody allowed to take anything from the property without everyone's permission before the will is distributed

Strictly speaking no. But the executor/administrator has some discretion in this.

    Short answer?
    No.

The rellos do NOT get to pre-empt the work of the Executor by helping themselves to the deceased's "stuff".
