QLD Can private entities levy fines?

As title says. Do they have any power if they put a sticker on a wall and an employee says to you "look at that sign" and actually threaten to do it? Are you actually legally obliged to pay it?

And if it's illegal, is there anything to gain in suing them for the threat?
