In an Act of Parliament section xx may require you to have approval from another outside administrative body before the Act administrating Authority will action you application under the Act. Is this outside body a delegate of the Act and if so under what law or convention?? Has the High Court ruled on this?? Does the Act have to be read as a whole and under what law???

Hi Koh Chang,

which Act of Parliament are you referring to?

Sometimes in the act itself it will define what it means when specifying an outside administrative body.
I would suggest first looking at what the act stipulates and then assessing precedents if required.
