If there is a abandoned machine in a remote part of Qld on the side of the road that has been there for 5 years with no registration and several letters left on the machine to make contact can it be taken ?

Find the owner... and make them an offer.
Just how you find the owner... well, that's a different question,
and depends in part on what sort of machine it is, and where it is located.

Why not contact the phone number on the bits of paper. I'm assuming the contact will be the local council. They might be happy to see you take it and give authority.
