What happens if my application for Divorce is not served to my spouse in 28 days or more prior to the divorce hearing date?

No, that's not a guarantee. The Court may adjourn if it's served outside of the time frame provided by the Court. If you serve it the day before, for example, it's very likely the Court will adjourn the matter.

Can I have it served inside the court house a couple of weeks before?

It doesn't matter where it's served, so long as it is served on the other party within the given time frame and abides the rules about who can actually serve them.
