No, that's not a guarantee. The Court may adjourn if it's served outside of the time frame provided by the Court. If you serve it the day before, for example, it's very likely the Court will adjourn the matter.

It doesn't matter where it's served, so long as it is served on the other party within the given time frame and abides the rules about who can actually serve them.
