Let's be clear. You are actually asking two things.

1. "I don't live there any more, so can I just ignore this fine?" and;
   
   
2. Will the Victorian fine follow me onto American law enforcement databases,
   and potentially be enforced in the US?

As to Question 1, my opinion remains to pay the fine, and just make it all go away.
You admit that you did it. Pay the fine, finalise this thing, and move on.

As to Question 2, the answer (as provided above) is, simply, "no".
The State of Victoria doesn't actually go to that much trouble for this offence.
But it will stay "on the record" in Victoria.

As to "meeting you at the airport" (we call that "metaphor", @Ponala),
will there be an arrest warrant at the passport desk? No.
And, if you never, ever, drive in Australia again, then it may never come up.
But all it takes is a check at an RBT stop for it to come to notice. That you live permanently overseas, and would be simply visiting is irrelevant.

Thing is, a suspended local licence (even after its notional expiry) could invalidate any International Driver Permit you may be trying to use (they are not issued to facilitate law-breaking).
And that could see you infringed for driving without a licence.
That, in turn, could invalidate the insurance for a car you might drive while visiting.
Which could expose you to civil action by an insurer in the event of an accident,
and very large personal liability in the event of injury to somebody else.

Respect the law - pay the fine, and make all this go away.
