Good morning I live on a dirt road with 11 other property owners . each property owns 3 mtrs of the access road into their property . Local council will only grade the road maybe 3 times a year. We asked if we could get bitumen but council will not consider as they donot own the road. residence would need to change title of property to hand over the 3 mtr access . council says very expensive, not considering that option. my question : Can the land owners make a contract to lease the 3 mtr access to council indefianately for council to make improvements such as bitumen, drains ect.
