A colleague states "strictly confidential" at the top of an email. No prior agreement in place, nda or other. No disclaimer and no proprietary information being exchanged. Am i bound to confidentiality just because they have requested so in writing ?

Yes with the normal qualifiers, such as the material must not already be in the public domain. Missing context makes this hard to answer.
