Hope im not asking a stupid question here, but im a little bit puzzled!
I wanted to know about Legislative Acts that state 'This Act commences on a day to be fixed by proclamation'. If proclamation has not been made or gazetted as such, does this mean the Act is not legally enforceable until this occurs?
