If a kid gets hurt at a council playground because of broken equipment, can someone actually make a claim against the council — or is it just considered a normal part of kids playing?

So a child fell off a swing at a local park recently because the chain snapped. She ended up with a fractured arm and the parents had to take time off work to look after her. Someone mentioned they might be able to claim compensation from the council but another person said councils always argue it's just a risk that comes with kids playing on equipment. Does the council actually have a legal responsibility to keep playground equipment safe? And does it matter whether they knew about the broken equipment beforehand or not?
