Pet animal escapes yard onto common land

I moved into the area I live in QLD approx 4 years ago and had large dogs which were completely friendly stock proof and all around sweethearts but unfortunately I had a neighbour that because his tiny dog used to think it was bigger than it was would constantly bark at them and nip them through the fence and yes one day my great Dane cross female had enough and put her paw in it at squealed and the owner the decided to abuse me try and beat my dog claiming my dog had attacked his dog as I was standing right next to my dog a heated discussion was inevitable and the person making the accusation then proceeded to class my animals as dangerous dogs and let the whole district know his thoughts since then he has killed 2 with baits 1 with a samurai sword and cut the fence of my property resulting in my dog escaping and being run over by a truck and constant calls to the council about my dogs escaping and they have escaped twice and both times I have found the issue with my fence and fixed it I live 110kms from the nearest town in a tiny little place that has 4 houses in my direct vicinity and multiple farms around we also have common land directly accross from me and now a friend has moved into a house on the other side of the common and her dog only being residing at this house 2 weeks got himself out of her yard once only before we both fixed any imperfections in the fence is getting threats that the farmers are going to bait,shoot and worse her companion animal because my neighbors found out I knew her and they don't like any dog larger than a Maltese I have been to the police many many times about this problem and unfortunately the local officer doesn't seem to make himself as impartial as he should small town small mentality type of deal what are the laws that can help both her and myself
