Hi can anyine explain how office bearers liability insurance works in strata. ? Can a lot owner make a claim on this insurance against the Chairperson for it is either a dishonest or stupid act that has cost a lot owner thousands.

You don't claim on their insurance.
You sue the individual person(s), and the corporation, jointly and severally.
Then , you wait a while while dog eats dog among the defendants,
and then accept the first sensible offer that they make you.
