“He said he would get the report in by Friday but he didn’t do it.”

In this example, an imputation could be that the plaintiff is unprofessional, incompetent, lacks integrity, is a liar etc.

My question is, is the statement itself, (a false allegation) an imputation? Is it an imputation that the defendant claims the plaintiff said he would get the report in by Friday but didn’t do it?”
